Question
What do the noble scholars and jurists of Islamic law say about the following: Is it necessary for women to perform Ghusl (Ritual Bathing) after completing an Umrah? Also, is it necessary to wash the Ihram after ‘Umrah to perform a second ‘Umrah in it?
بِسْمِ اللہِ الرَّحْمٰنِ الرَّحِیْمِ
اَلْجَوَابُ بِعَوْنِ الْمَلِکِ الْوَھَّابِ اَللّٰھُمَّ ھِدَایَۃَ الْحَقِّ وَالصَّوَابِ
Umrah is exclusively completed through its actions, i.e. Tawaf, Sa’e, then Halq or Taqsir (fully cutting or shortening the hair). Performing Ghusl afterwards is not necessary. But doing so for cleanliness is good. It is permissible to use an Ihram for a second ‘Umrah without washing it after the first, but washing it is Mustahab.
‘Umrah is exclusively completed through Halq or Taqsir after Tawaf and Sa’e. Thus, it is stated in Tuhfah Al-Fuqaha’:
فإذا فرغ من السعی يحلق أو يقصر و الحلق أفضل و قد تمت العمرة و حل له جميع المحظورات الثابتة بالإحرام

If the Ihram isn’t new, it is Mustahab to wash them before wearing them. It is stated in Tanwir Al-Absar Ma’a Al-Durr Al-Mukhtar:
(يستحب) لمريد الإحرام (لبس إزارورداءجديدين أو غسيلين طاهرين)
Regarding this, it is stated in Radd Al-Muhtar with reference to Bahr Al-Ra’iq:
’’و فی عدم غسل العتيق ترك المستحب بحر ‘‘

It is mentioned in Lubab Al-Manasik:
(مستحباتہ۔۔۔ لبس ثوبین جدیدین أو غسیلین)تبعیدا عن النجاسۃ و تنزیھا عن الوساخۃ فیفید ان اصل لبس الازار و الرداء سنۃ و بقیۃ الاوصاف مستحبۃ

وَاللہُ اَعْلَمُ عَزَّوَجَلَّ وَرَسُوْلُہ اَعْلَم صَلَّی اللّٰہُ تَعَالٰی عَلَیْہِ وَاٰلِہٖ وَسَلَّم
(Allah Almighty knows best and His Messenger صَلَّى اللهُ عَلَيْهِ وَاٰلِهٖ وَسَلَّم knows best.)
